This image comes from a 1925 issue of Paradise of the Pacific magazine, which also contained an article on Palmyra being a possible site for international conferences of the Pan-Pacific Union (read it here).  There's little information beyond the caption which reads:

"Sometimes venturesome pleasure seekers of Honolulu charter a sailing sloop and speed over summer seas to the Palmyra islands which lie almost on the equator.  Here they find land crabs larger than lobsters and even more delicate in flavor, so say the Palmyra epicures."

It was common for Paradise of the Pacific in particular to feature a photo from Palmyra, when an article on the atoll was published in an issue.  This seems to be such a case.
